Board review and amendments Rob Etnier, general manager, introduced the strategic-plan package and said the draft incorporated input from four workshops and included a supporting draft work plan. Director Mary asked staff to flag item 2.d.5 (the contract for the contract tower) for a 2027 work-plan action because the contract renewal is expected in 2027; staff agreed to add that timing. Mary also requested that pilot-engagement items be clarified as outreach and communications efforts rather than regulatory changes, and staff said they would adjust the work plan language.
Directors said the plan had enough detail to guide near-term actions and agreed they did not need an additional workshop. The motion to adopt the updated strategic plan passed with an affirmative voice vote.
What the board approved Directors adopted the draft strategic plan and accepted the attached work plan as a living document that staff will update as needed. Staff will make the clarifications discussed at the meeting (including the contract-tower timing and pilot engagement language) and circulate a final, print-ready version to the board.
