- Weeds as nuisance code amendment (Ordinance, item 10): Approved on second reading. The amendment revises the municipal code’s nuisance definition for vegetation over six inches, adding clarifications on when vegetation does not constitute a nuisance.
- Central Business District rezoning (Ordinance, item 11): Approved on second reading. The council rezoned land around the municipal building complex to CBD to facilitate future development.
- RV parks and campgrounds (Ordinance, item 12): Introduced on first reading and referred to public services committee for review of definitions and use standards.
- Resolution directing UDC tree review (item 13): Adopted. See separate coverage for discussion; the council adopted the resolution with one no vote (Mister Layborn).
- Resolution declaring Ward 1 vacancy (item 14): Adopted. State law requires the council to declare the vacancy before filling the seat; the council expects to accept applications and follow the process set by city code. The mayor noted the council has approximately 30 days to appoint a replacement and the clerk will post application details.
- Professional services agreement — municipal building design (item 17a): Approved. The council approved a design contract not to exceed $1,474,550. The motion passed with Mister Moody recorded as the sole no vote. (See separate coverage for discussion.)
- Depot reservation project (Bid SD-2-26, item 18b): Approved. The council accepted Richardson Construction Inc.’s bid in an amount not to exceed $1,874,421 for the second phase of depot renovations, including interior updates, plaza repairs, and a new shade structure. Staff said the 6P special-purpose tax fund balance after the award will be approximately $460,000.
- Liquor license transfer (item 19a): Approved. The council approved an application to transfer a retail liquor license for Apple Colorado LLC (doing business as Applebee’s Neighborhood Grill & Bar) at 1401 Del Range Boulevard. Council members discussed differences between retail liquor licenses and bar-and-grill licenses; the applicant said the retail license allows greater transferability under state law.
- Vouchers and announcements (items 20a–c and others): Announced upcoming public hearings and community events; voucher report listed without substantive debate.
