Graham County supervisors adopted the final fiscal year 2025–26 budget for both Graham County and the Graham County Flood Control District during a 10 a.m. time‑certain public hearing Aug. 4.
County manager Dustin Welker presented the budget and thanked county finance staff for extensive work on the proposal. Welker and staff said the county posted required budget schedules and forms in the newspaper as required by Arizona state statute and made the materials available to the public. Manager Welker noted employees will receive a 4% pay increase that is included in the budget; he described staff as “our greatest asset” during remarks praising the finance team.
Supervisor Howard and other board members spoke in support of staff and the budget presentation. Supervisor (unnamed) moved to adopt the final budget for Graham County and the Graham County Flood Control District for 2025–26 under the provisions cited in the meeting as ARS 42‑17104; another supervisor seconded the motion and the board approved the adoption by voice vote.
