Ariana Mora, senior planner for the City of Soledad, presented the final consideration and recommended adoption of Ordinance No. 773, which approves a vesting tentative map and planned unit development (PUD) for a 4.05‑acre site next to Orchard Lane Park.
Mora said the project proposes 61 dwelling units — 37 small‑lot single‑family units and 24 multifamily units — on a site annexed during the Summerfield annexation. The project was analyzed under the Summerfield annexation environmental review and qualifies for a Class 32 (infill) CEQA exemption, Mora said. Proposed density falls within the site’s R‑3 high‑density range (12–22 units per acre), and the plan includes conditions for common land maintenance, utilities, and ADA accessibility.
Monterey Salinas Transit (MST) submitted a letter asking that travel lanes be at least 11 feet wide to safely accommodate buses; staff said MST’s 2024 comments applied to another nearby project and that the city will coordinate with MST on Orchard Lane improvements and confirm accessibility for transit and ladder‑truck circulation. Council members pressed for enforceable CC&Rs to address parking and private‑street enforcement; staff said CC&Rs must be approved and recorded before final map recordation and that the city will work on language allowing city enforcement in private streets to address safety and parking concerns.
Council motioned to waive the reading and adopt Ordinance No. 773; the motion carried without recorded opposition. Planning staff said additional approvals — affordable housing agreements, final map review and any administrative conditions — will follow before the developer records lots with the county and begins sale or construction.
