The council approved multiple routine and project items during the meeting. Notable approvals and outcomes:
- Harbor and Waterways Board letter on jetty upgrades (unanimous): John Stevens, vice chair of the Destin Harbor and Waterways Board, asked council to approve a letter to Representative Jimmy Patronis and the community's congressional delegation seeking support to improve lighting, damaged markers and other navigational aids in East Pass; council voted unanimously to send the letter and to include the state senators in the distribution.
- Special magistrate contract — Emily Rogers (unanimous): Council accepted the single RFP respondent, Emily Rogers, as the special magistrate for code enforcement hearings and approved a contract; the existing magistrate will be retained as backup.
- Matty Kelly Outfall Project — RFP approval (unanimous): Council authorized staff to advertise RFP 25-13-PW for the Matty Kelly Outfall project following a $1,000,000 state appropriation.
- Milling, resurfacing, restriping (unanimous): Council authorized purchase orders to HNT Contractors LLC for resurfacing work on multiple streets (Noriega Road, Magnolia Drive, Lagoon Drive, Choctaw Drive, Harbor Lane, Juniper Street, Marsh Street, Evergreen, Primrose, O'Eander Avenue) in batch 1 of the renewal schedule (approx. $1.5M of projects as part of the budget authorization).
- Consent agenda: Council approved the consent agenda, including an appropriation reclassification for a $7,000 item (city manager's contingency instead of fund balance), and other routine minutes and items (unanimous).
- Harbor CRA request: The Harbor CRA asked the council to direct the city manager to discuss harbor patrols and a camera work plan with the sheriff's office; council approved direction to the city manager.
- Appointments: Council removed a nonresponsive member from the Harbor CRA and unanimously appointed Sheridan Gibson to fill the vacancy.
Why it matters: these votes fund infrastructure projects, advance shoreline and drainage projects, and confirm staff and magistrate resources the city needs to administer code hearings and capital projects. Several items will return to council for contract awards or further action after procurement or due diligence.
