City adopts data-driven street-management technology; public works shows 2025–26 pavement plan

EAGLE PASS, Texas — Public Works showed the City Council a data-driven pavement-management platform and a preliminary list of streets targeted for rehabilitation and maintenance in fiscal year 2025–26.
Public Works Director Ricky Gutierrez and the department’s pavement-management lead said the Road Management Technology (RMT) system uses sensors on fleet vehicles and machine-learning analytics to collect and analyze pavement-condition data citywide. The system produces a PCI (Pavement Condition Index) heat map and recommends treatments intended to move the program from reactive repairs toward proactive maintenance.
Why it matters: City staff said RMT will help prioritize the most cost-effective treatments for roads that will yield the highest return on investment and extend pavement life. The technology also creates an auditable and transparent record of condition data, which staff said will support budget decisions and public reporting.
Plan details and priorities: Public Works presented a working list of candidate roads for reconstruction or resurfacing; the list includes carryovers from the prior year. Staff said the published list is not strictly an order of priority but will be scheduled using a Gantt-style timeline, with attention to school schedules and high-traffic corridors. Council members asked that high-traffic corridors serving medical facilities and the college (for example, the roadway near the hospital district and college) be considered for more permanent repairs, such as concrete, to reduce frequent rework.
Public access and reporting: Staff said the city is working on a revised website and an app-style “see, click, fix” reporting tool so residents can report potholes or damaged streets and track repairs. Public Works said pothole crews will continue to respond to urgent repairs even for roads not currently scheduled for full reconstruction.
Ending: Councilmembers commended Public Works for adopting the technology and asked staff to return with a scheduling chart for council review and to coordinate major repairs with affected institutions.
