Council approves a set of consent items including airport hangar leases, code tweaks and zoning changes

The Common Council on Oct. 20 bundled a set of routine and previously discussed items into a consent agenda and approved them by voice vote.
Included on the consent agenda and approved were:
- Permission to award the design contract for the West Bend skate park to Grindline Skateparks Inc. (design contract ~ $50,830; funded by Friends of West Bend Skatepark). - Resolution 38: write‑off of special assessment charge for 2100 Northwestern (see separate article). - Approval of the 2026 capital budget and five‑year plan (see separate article). - Two updated airport hangar leases: Lot 27 at 344 Haines Drive and Lot 25B at 320 Haines Drive. Staff said the leases modernize a 30‑year model, clarify permitted hangar uses (aircraft and aeronautic equipment only, annual inspections) and modify rent escalation provisions to align older and newer leases. - Ordinance to rezone 0.73 acres and adjacent right of way at 508 North Main from B1 Community Business District to B2 Central Business District; staff said the rezoning brings the lot into better conformance with setbacks and parking requirements for planned improvements. - Ordinance to amend an existing B1 Community Business District with a Planned Unit Development overlay at 84860 West Paradise Drive to include a site plan for a building addition (new tenant space for Burlington adjacent to Marshalls).
Council members asked staff to highlight substantive changes in the hangar leases (use restrictions, updated format, more frequent rent adjustments possible with protections to equalize older lessees), and staff responded. All consent items carried by voice vote.
