MDD reviews policies, sets 2026 regular meeting dates

The board reviewed annual policies (no changes recommended for the financial management policy) and set regular quarterly meetings for 2026 on Jan. 14, April 8, July 8 and Oct. 14 at 4 p.m.
Secretary Keith Roden led the board's annual policy review on Oct. 8. Staff said most policies were last reviewed in 2023, with rules of procedure amended April 10, 2025. The investment policy was reaffirmed earlier in the meeting; staff identified the financial management policy as the only policy requiring review at this time and recommended no substantive changes.
Staff noted the financial management policy incorporates the investment policy and that the district does not currently carry debt, so several city-level financial management additions (debt policy and comprehensive reserve policy) do not apply at this time. The board recorded that the financial management policy had been reviewed on Oct. 8, 2025.
The board then set its regular meeting schedule for 2026 to be the second Wednesday of January, April, July and October at 4 p.m., with dates reserved as follows: Jan. 14, 2026; April 8, 2026; July 8, 2026; and Oct. 14, 2026. Staff said these dates mirrored prior practice and avoided known conflicts; the board approved the schedule by voice vote.
Staff also discussed the option of reserving recurring special-meeting dates for planning purposes; the board agreed to tentatively reserve dates for scheduling efficiency but noted such reservations are internal and changes can be made when necessary.
