The Pingree Grove Village Board on Oct. 20, 2025 approved a professional services agreement not to exceed $247,250 to complete final engineering, permitting and construction administration for the planned skate park.
Village staff said the contract covers detailed design, stormwater and pollution-control permitting (including submissions to the Illinois Environmental Protection Agency where applicable), ComEd service-extension coordination and construction observation. Andy, the presenting staff member, said the firm will also perform grant-administration work if the village receives an OSLAD (Open Space Land Acquisition and Development) grant.
Board members and staff discussed timing and potential permitting delays. Andy said the team expects to start construction next summer or in late summer/early fall but noted that some approvals are outside the village’s control. A key outstanding item is an original stormwater report held by Manhart (the engineering firm associated with the Cambridge Lakes development); staff said they requested that report about two weeks earlier so the village can verify whether the skate park was already accounted for in prior stormwater documents. If that report confirms prior accounting, approvals would likely move faster.
Finance and project budgeting were also discussed. Andy said the grant could cover a maximum of $600,000. He said the park budget excluding engineering is approximately $1,400,000 (including contingency), and that if the OSLAD grant is approved the village would likely remain responsible for the balance. Andy said anticipated village funding would come from the SSA fund; he estimated village liability in the event of a grant award would still be substantial but did not provide a final out-of-pocket figure.
Board members confirmed the professional services agreement will proceed to produce construction documents and that the project will be publicly bid for construction. The motion to approve the engineering contract carried on a roll-call vote.
