Staff said they would pursue clarifications and return with financing options and more precise cost estimates at the November meeting.
Council members asked that attorneys and the staff member (Bill) review options and present a recommended financing and testing plan. Multiple speakers stressed the need to move thoughtfully to secure long‑term supply for planned development but cautioned that final commitments depend on confirmed test results and funding arrangements.
