- Resolution 2025‑95: Weed mowing special assessments (Improvement WD25). Adopted. (Motion moved by Member Jackson; seconded by Member Agnew.)
- Resolution 2025‑96: Tree removal special assessments (Improvement TR25). Adopted. (Motion moved by Member Reg; seconded by Member Pierce.)
- Resolution 2025‑100: Certification of delinquent utility bills to Hennepin County for collection. Adopted. Staff reported 642 accounts totaling approximately $664,998 were included in the delinquency list; 6.5% interest is charged after county certification and a $35 administrative fee is added. (Motion moved by Member Ragnu; seconded by Member Pierce.)
- Resolution 2025‑85: Aquatic vegetation special assessments (Improvement AQ25) for Arrowhead Lake, Indian Head Lake, Lake Nancy and Mill Pond. Adopted.
- Resolution 2025‑92: Grandview maintenance district assessment (Improvement G25). Adopted. Council discussed 2024 landscaping and parking ramp work; staff said the district will continue to see ongoing costs.
- Resolution 2025‑93: 50th & France maintenance district assessment (Improvement M25). Adopted.
- Resolution 2025‑88 (BA465): Concord B & C neighborhood roadway reconstruction special assessment (improvement BA465). Adopted. The council approved the assessment amount at $9,873.69 per residential equivalent unit after discussion of 63.12% assessment policy and a 15‑year payoff option.
- Resolution 2025‑89 (BA464): Southdale B neighborhood roadway reconstruction special assessment (improvement BA464). Adopted. The council approved the assessment amount at $1,509.29 per REU after the public hearing.
- Resolution 2025‑98: Acceptance of donations to the city. Adopted.
- Resolution 2025‑83: Preliminary and final subdivision approval for 6417 Warren Avenue. Adopted.
How these votes were handled
Most consent and public‑hearing items were bundled into single motions for adoption where permitted. For items requiring public hearings, staff presented each assessment, the council opened public comment, and then voted on the resolution. In several cases staff noted property owners may appeal assessment decisions in district court within the statutory time window.
