Frankel also raised multiple concerns about the Grandview pedestrian bridge, referencing an earlier HRA meeting where an official mentioned a golf‑ball test for grating openings. He said several consultants he contacted — including a Minnesota Council on Disability contact he reached by data‑practice request — did not confirm the city’s public statements that the bridge was ADA compliant. He said some experts he spoke with considered the bridge non‑compliant.
Councilmembers acknowledged the concerns. Director Chad Milner said the council will hold a work session on the matter at the next meeting to discuss the bridge and the city’s agreement with the U.S. Department of Justice related to Grandview. Manager Veil said detailed discussion before that work session would be inappropriate.
