Lake City Council adopts ordinances and approves utility and pipeline agreements

At its Oct. 6 meeting, the Lake City Council adopted Ordinance 2025-2337 on second and final reading and approved three additional ordinances and resolutions after title readings by City Attorney Martin.
Ordinance 2025-2337 repeals Ordinance 2025-2316, which had declared a one-year moratorium on accepting and considering applications for land-use actions or permits for dwellings constructed under codes other than the Florida Building Code. The council adopted 2025-2337 on second and final reading by unanimous roll call: Council member Carter—yes; Vice Mayor Young—yes; Council member Jernigan—yes; Council member Harris—yes; Mayor Noel Walker—yes.
On first reading the council approved Ordinance 2025-2340, which amends city code provisions related to code enforcement lien forgiveness (amending definitions and procedures in Chapter 2, Article 11). The motion passed by unanimous roll call: Carter—yes; Harris—yes; Young—yes; Jernigan—yes; Mayor Walker—yes.
The council also approved Ordinance 2025-2342 on first reading, which repeals Chapter 6, Section 6-5 of the Lake City Code concerning the presence of minors in businesses selling alcoholic beverages. The vote was unanimous: Carter—yes; Harris—yes; Young—yes; Jernigan—yes; Mayor Walker—yes.
Among resolutions, the council approved Resolution 2025-137, authorizing an agreement with Incidaform Technologies, LLC, for trenchless rehabilitation and maintenance of pipeline infrastructure services and recognizing the mayor’s authority to execute the agreement. The resolution passed unanimously: Carter—yes; Young—yes; Jernigan—yes; Harris—yes; Mayor Walker—yes.
The council also approved Resolution 2025-142, amending an advanced metering infrastructure agreement with Census USA Incorporated for software upgrades related to meter readings and correcting information from a prior resolution adopted Sept. 3, 2025. That resolution passed by unanimous roll call: Carter—yes; Harris—yes; Young—yes; Jernigan—yes; Mayor Walker—yes.
There was no public comment recorded on these items during the open hearing. Council discussion on each item was brief; motions were made and seconded, and roll-call votes followed. City Attorney Martin read each ordinance and resolution by title before votes were taken.
