County staff requests BOCC support for regional Colorado Energy Office Local Impact Accelerator application

Michael Port, climate action analyst for Pitkin County, asked the Board of County Commissioners on Oct. 21 to sign a regional letter of support for an application to the Colorado Energy Office’s Local Impact Accelerator program.

Port said the regional application — led by Aspen and including Avon, Basalt, Eagle County, Minturn, Snowmass Village, Town of Eagle and Vail — proposes two tracks: policy development to align 2030 net‑zero building-code efforts across jurisdictions, and project dollars to expand electrification incentives or rebates locally. Port said the program is competitive but that the county’s participation would help secure funding and harmonize code efforts across the valley.

Port said the county’s required match is modest (about $4,500 split among participating communities) and that the county manager or the chair could sign the letter; the chair asked for a DocuSign route and agreed to sign. Several commissioners expressed support but also noted concerns about federal funding volatility and whether additional attention to the county’s climate work could affect future federal allocations; Port and staff said the funding source appears secure for this program and that regional coordination would increase implementation efficiency.

Ending: Commissioners asked staff to circulate a DocuSign version of the support letter; staff will sign and, if the application wins an award, the board will formally accept the grant per standard procedures.
