Indiana Avenue reconstruction enters 30% design; Pasadena segment included for geometric and lighting review

City staff told the commission on Oct. 8 the Indiana Avenue reconstruction project is at approximately 30% design. The project limits include Indiana Avenue between Monterey Road and Via Del Rey and associated side streets (Martos Place, Gates Place, Alta Vista, Indiana Terrace, Indiana Place) as well as a short segment of Pasadena Avenue between Hawthorne and the light‑rail tracks.

Staff said the Indiana project will include full‑depth pavement reconstruction in segments, replacement of water and sewer lines and a photometric (lighting) study in response to resident concerns about illumination. Staff also said consultants are preparing conceptual options for a bicycle connection from Pasadena Avenue to Monterey Road — a connection identified in the city’s Bicycle Master Plan — and that the project team will present those concepts to the commission next month.

Staff expects design to be complete around July of the following year and construction to begin approximately one year from now. Commissioners asked whether the Pasadena segment under consideration would allow changes to the geometry at the Hawthorne/Pasadena intersection; staff said the Indiana/Pasadena project would be the appropriate vehicle for considering geometric changes at that corner and that separate pavement issues at the Arroyo/Pasadena junction are being addressed in a different, active FY 25/26 street improvement project.

No formal action was taken; staff said it will return with conceptual plans next month for commission review.
