At the Oct. 23 meeting staff reported that a 2013 resolution modifies the 2009 Airport Land Use Compatibility Plan and identifies who sits on the Airport Land Use Commission (ALUC). Planning staff said five members of the current Planning Commission have been designated as five of the seven ALUC members under that resolution.
Staff said two additional ALUC seats are filled by appointments from the Department of Transportation/airport director drawn from the Airport Advisory Committee (AAC). Staff reported vacancies for both the AAC and the Lewiston Architectural Review Committee; interest letters for those vacancies must be submitted by 4 p.m. on Oct. 29 for tentative appointment by the Board of Supervisors on Nov. 4.
Commissioners asked how the transportation director selects the AAC appointees and whether the 2013 resolution or the older 2009 compatibility plan should be updated on the county website. Staff said the 2013 resolution (Resolution 2013‑40) will be posted next to the plan on the website and that staff are reviewing whether the Airport Land Use Compatibility Plan needs to be updated to reflect the 2013 changes.
Staff proposed convening an ALUC public hearing on Nov. 13 and asked commissioners whether they could meet earlier than 6 p.m. to accommodate an ALUC session followed by a Planning Commission meeting. Commissioners requested more information on ALUC scope and duties before committing to combined meeting timing; staff agreed to schedule an orientation item and to attempt to set an earlier start where feasible. Staff also noted membership rules for the Lewiston Architectural Review Committee include a specified representative from the historical society and named Darryl Forsland as that representative.
No formal action was taken; staff will post the 2013 resolution, continue recruitment for vacancies, and return details about ALUC duties and scheduling.
