Recognizing inconsistent and outdated policies for delinquent utility accounts, the Yamhill City Council on Oct. 8 directed staff to prepare a draft ordinance and policies updating water‑utility billing, delinquency and nonpayment procedures. Staff and council said current policies date from 1997 and would benefit from modernization and clearer steps for customers who fall behind.
Angie said the update would clarify processes and make the system “a little bit more fair for people to live in town and have kind of a clean and clear idea of what it looks like when you fall behind on your water bill.” Councilors suggested producing a plain‑language pamphlet explaining the steps customers should expect if they are late on payments.
The motion to direct staff to produce a draft proposal passed on a council vote. Staff will prepare ordinance language and an informational pamphlet for council review at a future meeting.
