HILLSBORO R-III board discusses Missouri School Boards Association evaluation pilot and policy revisions (informational)

The HILLSBORO R-III School Board reviewed a board-policy summary of proposed policy revisions and discussed taking part in the Missouri School Boards Association's (MSBA) board self-evaluation pilot. No action was taken on the policy revisions; the board agreed to work with MSBA to schedule an evaluation session.

A staff member explained the district's process for reviewing policy changes, saying the review included district administrators, board-member representatives, teachers and teacher-organization representatives. The summary included clarifications to dress code policy, threat-assessment procedures and a provision on reduction of professional staff workforce; staff said questions were collected via a Google form and that responses and the superintendent's analyses were included in the materials for the board to review prior to the next meeting.

On the MSBA pilot, staff described the program as an evaluation effort led by the Missouri School Boards Association to help boards examine governance and identify priorities such as finance or other operational challenges. MSBA offered to provide the district the refined pilot at no cost and suggested both virtual and brief in-person options for a nominal fee to hold an evening session on campus. A board member said, “No. I think it's a good idea.” The presiding board member said staff will set an engagement with an MSBA representative to schedule a session that fits the board calendar.

The board noted upcoming calendar items including the MSBA annual conference (attendance by a board member), a fall workshop set for Nov. 6 at 7:00 p.m., and the regularly scheduled November meeting on Nov. 20. No formal votes were taken on the policy revisions or the MSBA engagement during the meeting.
