Council approves 10-year commercial rehabilitation exemption and $50,000 DDA grant for 3360 West Jefferson (pickleball facility)

The Trenton City Council voted to grant a 10-year commercial rehabilitation exemption certificate to the owner of 3360 West Jefferson and to approve a $50,000 business improvement grant from the DDA to reimburse exterior work on the property.
City Attorney Ackerman presented Resolution 2025-23 to the council, noting that the required public hearing had been held earlier in the meeting. The public hearing record shows no oral or written comments were submitted. Attorney Ackerman described the resolution as granting the exemption under Public Act 210 of 2005 as amended for a period beginning December 2025 and ending in December 2035.
DDA Director Angelia Pacino told the council the Trenton DDA’s business improvement grant reimburses 50% of eligible exterior work up to $50,000 and that the applicant at 3360 West Jefferson (the former Trenton Lanes, now a pickleball facility) had applied for the maximum $50,000 after receiving initial DDA and grant committee approvals. Pacino said the DDA made an exception to allow a project already in progress to qualify; reimbursements will be issued as a single check once the applicant passes inspection and provides required documentation. She presented before-and-after photos and application materials to council.
The council approved both measures by voice and roll-call motion; the transcript records both actions as "moved and supported" and "unanimously so ordered." The project was described in the public notice as a complete rehabilitation of interior and exterior systems and finishes, including new HVAC, electrical, plumbing, ADA accessibility upgrades, parking lot resurfacing and landscaping. The notice estimated total project costs at $850,000 and listed planned tenant uses including pickleball courts, golf simulators, a pro shop and a full bar.
No members of the public spoke at the hearing; the clerk reported no written comments were received. The council directed staff to proceed with final paperwork required to issue the exemption certificate and award the grant reimbursement after inspection.
