Council OKs 10-year commercial rehab exemption and $50,000 DDA grant for 3360 West Jefferson

The Trenton City Council voted to grant a commercial rehabilitation exemption certificate for property at 3360 West Jefferson Ave., approving a 10-year exemption under Public Act 210 of 2005 after a public hearing at which no one spoke.
The council also approved a $50,000 business improvement grant from the Downtown Development Authority (DDA) to reimburse up to 50% of eligible exterior work on the same building. The property owner, identified in the record as 3360 West Jefferson LLC, has converted the building into a recreational facility featuring pickleball courts, indoor golf simulators, a pro shop and a bar. The DDA grant award follows the DDA’s earlier approval and committee review.
City Attorney Michael Ackerman presented Resolution 2025-23, noting the public hearing requirement had been met and recommending the exemption begin in December 2025 and run for 10 years. Council members moved and supported the resolution; the motion was approved by the body.
DDA Director Angelia Pacino summarized the DDA program rules: the business improvement grant reimburses 50% of eligible exterior improvements up to $50,000, and reimbursement is issued as a single check after inspection and submission of required documentation. Pacino said the DDA made an exception to normal practice by approving reimbursement for work that was already in process because the applicant engaged early with the program.
No written public comments were received by the city clerk in advance of the hearing, and no residents spoke at the meeting. The council formally closed the public hearing and moved to the regular agenda where both the exemption resolution and the grant were approved.
