Centerville council adopts AI-use policy, sets IT vetting and Dec. 1 implementation date

Some members said the policy should initially limit approved tools to software already in the city’s systems; others argued a looser, technology-neutral approach would let staff respond as tools evolve. Concerns raised included the risk that open platforms can “hallucinate” or produce invented legal citations and the possibility that confidential personnel information could be exposed if staff upload sensitive records.
Staff told the council the policy does not permit unrestricted use of AI. The policy requires employees to seek approval from the city’s IT manager before deploying AI tools, and it tasks IT with vetting platforms for data privacy and security. The policy text notes that confidential information, personal identifying information and records covered by retention rules must not be entered into AI tools. The council heard that departments are already using a mix of tools—some closed, some embedded in existing software—and that staff will compile a vetted list for citywide use.
Council members pressed for training and for a public report on how IT will evaluate tools. The policy includes language directing staff to develop procedures and training during the implementation window; several members asked staff to return to the council with the IT manager’s vetting checklist and a proposed training plan.
The council approved the resolution on a 4-1 vote. The motion text in the meeting record was to approve Resolution No. 2025-16, enacting Section 10.030 of the Centerville personnel policies regarding the use of artificial intelligence in the workplace. The meeting record shows the vote passed 4-1.
Implementation notes from staff presented to council indicate a December 1 start for staff notification and training; IT will compile a list of preapproved tools and a process for employees to request approval of additional platforms. Council members said that even with a vetted list they expect frequent requests as new tools emerge and acknowledged a short-term workload for IT to evaluate tools.
