Three downtown Kingman county building projects remain on schedule, staff say

Mohave County staff told the Board of Supervisors on Oct. 6 that three county building projects in downtown Kingman are progressing on schedule and within expected contingency use.
Director Steve Letosky, who presented the update, said the new sheriff's outreach facility adjacent to the adult detention center is "about a $3,900,000 project budget with a 10% contingency," is ahead of schedule and expected to finish in November 2025. He said contractor Concord Construction has kept contingency spending under 4% and that the remaining major work is elevator installation.
The Law and Justice Center Phase 2A renovation of the annex west of the historic courthouse is budgeted at $77,000,000 with a 15% contingency; Letosky said staff have kept contingency use near 4% and expect a winter completion. The Legal Services Center is on a $14,600,000 budget with an original 4.5% contingency; Letosky said site civil work and utility conflicts used a portion of contingency but the project is on target for summer completion and is about 30% complete.
Butch Finkbiner (Facilities Manager), Mike Ross (facilities lead) and office specialist Cheryl Strahan were named by Letosky as part of the facilities team credited with maintaining schedules and cost controls. Supervisor Gould asked whether the Legal Services Center footprint was larger than the demolished building; Letosky said the apparent size difference is likely a photo angle and noted the new facility will total about 36,000 square feet across two floors and will largely reuse the former parking area while demolishing an adjacent structure to make room for additional parking.
Concord Construction is the contractor on all three projects. Letosky said the most significant remaining items are the elevator installation at the outreach facility, routine tenant-improvement work at the Law and Justice Center, and continuing vertical work at the Legal Services Center now that retaining-wall forms are off and the site is ready to "go vertical." He told the board staff will return with further contingency details for the Legal Services Center at a future meeting.
The county manager and project staff asked the board to expect periodic updates at future meetings as other county projects reach major milestones. The presentation emphasized progress and conservative contingency management rather than new budget requests.
