Design review for Village Camp Flagstaff phase 3 approved; commission places standard DRO conditions

The commission approved Design Review Overlay case DRO25004 on Aug. 27, allowing the applicant to move forward with Phase 3 of Village Camp Flagstaff, a proposed 70-unit RV park with a general store and cart barn on a 9.63-acre planned-community-designated parcel in the Belmont area.

Staff presentation: Zach Schwartz summarized the proposal, noting the property is zoned Planned Community with heavy commercial standard. The proposal includes two driveway access points, a registration/general store building, a cart barn and RV spaces with full hookups. Staff found the materials palette (wood, rusted steel and earth tones) and the proposed trail alignment consistent with the Belmont area plan and recommended approval subject to conditions including final landscape, lighting and building permit compliance and wildlife-friendly fencing review by the county wildlife planner.

Questions and clarifications: Commissioners asked about trail connections to the adjacent Coconino National Forest and whether signage related to Leave No Trace or fire-safety messaging could be included; staff and county counsel clarified DRO authority is focused on design issues and not the overall use conditions, but suggested that some directional signage and building-mounted design elements are within DRO scope.

Vote and next steps: Vice Chair Wilson moved and Commissioner Hayward seconded approval as conditioned by staff. The motion passed unanimously. The decision was limited to design-review approvals; building permits, landscape plan finalization and lighting compliance are required at permit stage.
