Resident appeals CRHA barment; staff say process underway, no timeline given

A Crescent Halls resident urged the Charlottesville Redevelopment and Housing Authority to review a barment from CRHA property and said her appeal has been pending for nearly five months.

Angela Carr said she was barred following an incident at West Haven that she described as a heated verbal dispute but not a physical altercation. Carr told the board she had provided video evidence she said shows she was not physically aggressive and asked the board to review her case so she could return to community activities where she volunteers, including holiday events for elderly residents.

Board members and staff declined to decide the appeal in open session. Chair and staff said the authority’s manager for this process, John Sales, is involved in each step of the appeal; staff committed to following up with Carr and confirmed that Sales would be consulted. Tarana Banks, a CRHA staff member who joined by phone, said the authority is following its process and declined to discuss case details in an open forum, adding that timelines can vary because “there are variables that are involved.”

Carr said she had not received a timely response to her appeal and asked the board for clarity about how long appeals typically take; staff replied that there is no single set time because some cases require additional steps. The board asked staff to follow up with Carr and to provide an answer outside the open meeting.

The board did not take any formal action on the appeal during the meeting; staff said they would contact Carr to follow up.
