Paris City Council ratifies tax increase, adopts 0.47239 rate for 2025

The Paris City Council in a special session Sept. 9 voted to ratify a property tax increase reflected in the adopted 2025-26 budget and then adopted an ordinance setting the city's 2025 tax rate at 0.47239 per $100 of assessed value.
City staff described the legal steps for the meeting. "Under the Local Government Code section 102.007, the city council is required to take a separate vote to ratify any property tax increase in a new budget," said Mr. Anderson, city staff. Anderson told the council the ratification vote must occur before a vote on the tax rate itself.
The council then approved a motion to ratify the increase; the motion was made by Miss Putnam and seconded by Miss Norman. The ratification vote passed, 4-0.
After ratification, city staff described the specific rate before the council. "It must adopt a property tax rate of 0.47239 per $100 evaluation with 0.30773 of that being the operation and maintenance portion of the rate, and 0.16466, the debt portion of the rate," Anderson said. He said that rate would generate $9,030,000 for the general fund and $4,418,034 for debt (I&S) funds. Anderson also read the statutorily required wording for a motion: "I move that the property tax rate be increased by the adoption of tax rate of 0.47239, which is effectively a 10.62% increase in the tax rate." The motion adopting that wording was made by Miss Putnam and seconded by Miss Norman.
The ordinance fixing the tax levy was approved by roll call, with the vote recorded as four in favor and none opposed. The council did not record any votes against or abstentions in the transcript.
The council had adopted the 2025-26 budget at a prior meeting, a fact staff cited as the basis for the tax-rate vote. The meeting then concluded and the special session was adjourned.
