APC backs rezoning of Reed Street parcels to legalize parking lot, allow future office building

The Area Plan Commission on April 3 unanimously recommended rezoning multiple lots at 1214 and 1216 Reed Street from R-5 to C-4 with an attached use-and-development commitment that prohibits several uses and requires screening and lighting standards.
Jim Morley Jr., project engineer for Morley Corp, said Fuzzy Dice LLC (the listed owner) and tenant Bentall Brothers currently use the gravel lot for employee parking; the applicant plans to formalize the parking, install pavement, screening and meet the UDC restrictions and may build an office building in the future.
The staff report said the site is part of the Jacobsville redevelopment area and that recent planning guidance discourages surface parking as a standalone long-term use; if approved, the rezoning should be limited to the existing parking area and meet current parking and landscaping standards. The UDC submitted at filing removed a number of uses and committed to enclosing dumpsters and limiting pole or building-mounted lighting to no more than 30 feet.
Commissioners asked about current operations and whether the rezoning was tied to recovery from a fire at an adjacent building; the applicant said the lot formalization is partly related to reconfiguring operations while a nearby building is rebuilt. No remonstrators appeared to oppose the petition.
On roll call the commission voted 8-0 to forward the rezoning to City Council with a recommendation for approval and the UDC attached.
