Planning Commission approves consent items including rezoning for 85-foot cell tower

The City Planning Commission on April 16 approved its consent agenda, including a 12-month time extension for Calallen South Unit 5 and a rezoning request for an 85-foot cell tower in District 5.
Staff presented the consent agenda items and recommended approval. Staff described zoning case ZN8545, filed by M and R Home Solutions LLC, as a request to rezone a property in District 5 from RS-6 (single-family 6) to RS-6-SP (single-family 6 with a special permit) to allow construction of an 85-foot telecommunications tower. "The height is specifically listed as a use. So on the ordinance, it'll say uses allowed would be everything allowed in the R 6 in addition 1 85 foot telecommunications tower," Staff member Andrew said.
The commission also approved a 12-month time extension request for Calallen South Unit 5 (case 22PL1085). Both items were included on the consent agenda and were approved by voice vote.
Commissioners and staff clarified technical points about the tower. A commissioner asked whether the listed height would be measured above sea level or above natural ground; Andrew replied, "It'll be from grade." The same speaker also noted the proposed tower site lies outside the ACUS area identified in staff materials. A commissioner who had discussed the matter with staff cautioned that, even if the commission approves the rezoning, the developer must still complete federal aeronautical review before construction. "Even if we grant this zoning change, the applicant or whoever builds the tower is going to have file a FAA 74 60 where they, you know, give the coordinates of where the stick's gonna be, how high it's gonna be, all the pertinent information, and then that goes, to the navy, to air traffic control, to everybody," the commissioner said.
Procedural items on the agenda included approval of absences for Commissioner Munoz and approval of the minutes from the April 2, 2025 meeting; both motions passed on voice votes. The director had no report, and the commission adjourned.
