Votes at a glance: Toledo City Council approves multiple emergency ordinances, zoning items and contracts on April 8, 2025

At its April 8 meeting, Toledo City Council approved a large set of emergency ordinances, contracts, appointments and zoning measures in a single session. Many items were approved on suspension (immediate consideration) and passed by roll call.

Key approved items (passage noted):

- Ordinance 117-25 (Safe Routes to School): Amended cooperative grant agreement with the Ohio Department of Transportation; council authorized acceptance of an additional $89,271 in ODOT funds and authorized project bidding. Passage recorded by roll call.

- Ordinance 119-25: Capital Improvement Fund expenditure not to exceed $1,950,000 for the Bridal, Matches, and Planning Program; mayor authorized to prepare plans and award contracts. Passed on emergency.

- Ordinance (Special assessment services fund): Expenditure up to $20,000 to replace an electrical line and gate operating motor at 221 Elmdale; passed on emergency.

- A series of public-works and transportation grant agreements and emergency repair contracts were approved, including waivers of competitive bidding where authorized.

- Department of Public Utilities items: Several large grant and repair authorizations passed, including an Army Corps grant agreement and acceptance (Ordinance 139-25) with an authorized amount up to $10,000,000 in grant proceeds for a water supply main reservoir connection, emergency tank cleaning and related services at Bayview Water Reclamation Facility (Ordinance 140-25) with authorization up to $500,000, and multiple water transmission main repair contracts (Ordinances 141-25, 142-25, 143-25). All passed on emergency suspension.

- Ordinance 143-25: Month-to-month lease extension with the Ohio Building Company Limited for customer service space at 420 Madison Avenue; passed on emergency.

- Ordinance 145-25: Grant agreement with Toledo Mud Hens Baseball Club for improvements to Hensville Festival Street; appropriation up to $50,000 from the City Center TIF fund for project support; passed.

- Ordinance 146-25: Authorization to replace obsolete police and fire mobile data terminals; expenditure up to $845,000 from Capital Improvement and General Fund; passed on emergency.

- Zoning and planning committee items: The council passed multiple zoning map changes, special use permits and planned-unit development approvals (Ordinances 147-25 through 150-25 and others), including special use permits for a tobacco shop at 3015 Glendale Avenue (with debate; see separate article), a used-auto sales lot at 2204 N. Reynolds Road, and a multi-building commercial planned-unit development at 3027 West Alexis Road. Several zoning ordinances were adopted on emergency suspension.

- Appointment confirmed: Brandon Stotts was confirmed to the Electrical Board of Control for a 3-year term ending April 2028 (Appointment 130-325); council voted to confirm.

- Municipal Court purchase: Ordinance 135-25 authorized the clerk of Toledo Municipal Court to purchase case file folders from Friends Office in the amount of $99,310; passed on emergency.

- Collective bargaining: Ordinance 152-25 approved revisions to the current collective bargaining agreement consistent with bargain understandings and was passed on immediate consideration.

How the council voted: For most items the clerk announced suspension and passage; roll-call votes show consistent affirmative votes by the full council membership present (Jones; Komives; Martinez; McPherson; Melden; Morris; Sarantu; Williams; Driscoll; Gattis; Hartman; Hobbs). What the approvals mean: The ordinances authorized the mayor and city departments to accept grants, enter contracts, waive bidding under TMC Chapter 187 where permitted for emergencies, and expend funds from identified city accounts for capital improvements, emergency repairs, utility maintenance, municipal court needs and neighborhood planning projects. Zoning actions will change land-use permissions at the specified addresses; where special-use permits or planned-unit developments were approved, conditions attached in the ordinances will govern future operations.
