Residents urge PCI-driven priorities and more accessible transit during public comment

Mark Costa, a Carson City resident, told the board he supports combining structured surveys with prioritization in the citys transportation plan and urged that pavement-condition trends be used to set repair priorities.

Costa cited the PCI (Pavement Condition Index) report and said districts 1, 2 and 5 experienced double-digit declines in total road condition from 2015 to 2024. He noted that local roads make up 65% of the network and that the report places local roads at a PCI of 55, in the "poor" category. "Should the prioritization be based on a need or a PCI decline instead of just rotating every 5 years? The worst roads would then be addressed first," he said.

Didi Foremaster urged the board to look for medical-transport funding sources and to improve bus stops for accessibility. Foremaster suggested pairing Medicaid transportation funding with the Lyon County bus system and asked that the board consider adding rumble strips for visually impaired riders and benches at stops. "A lot of our elderly cannot stand, and our disabled population ... can't stand for a long time period, and so those benches can be a lifesaver," she said. She offered to distribute survey forms at rural tablings she attends.

Molly Walt, representing an RSVP program that is leading a Quad County collaboration on transportation access identified in a community health improvement plan, said RSVP is planning a stakeholders region meeting to identify key transportation issues and participants.
