City presents draft 2025 CDBG action plan; 30-day public comment period to open

HARRISONBURG — Kristen McComb, the city’s CDBG program manager, presented the draft 2025 Community Development Block Grant action plan on April 8 and recommended projects for the city’s estimated allocation.
McComb said the city is using an estimated HUD allocation of $490,000 for 2025 and adding $8,600 of prior-year unspent funds, producing an estimated total of $598,600 to allocate pending HUD’s final award. The selection committee recommended $140,000 to Habitat for Humanity’s Critical Home Repair Program under housing/property improvements, and city projects including a playground replacement at Hillandale Park, an ADA sidewalk at Westover Park, and basketball goal replacements at Ralph Sampson Park. Two public-service applicants — The ARC and Meals on Wheels — were recommended for full funding.
McComb told council the city can use up to 20% of its CDBG allocation for planning and administration; historically the city allocates the full 20% to administration and later transfers leftover funds to projects if necessary. She explained that once HUD announces the final allocation, staff will adjust the administration funding to the 20% cap and raise or reduce the Westover sidewalk funding up to the requested $200,000; any additional cuts would come from the Hillandale playground project.
Public comment opened. Joyce Nussbaum, program director for Valley Grama for Aging Services, spoke in favor of continued funding for Meals on Wheels and said the grant would support meals for 43 individuals and about 5,000 meals prepared locally with volunteers.
No additional in-person speakers or callers appeared. McComb said the 30-day public comment period was scheduled to begin that night, with comments due by 9 a.m. on May 6.
