Marcus (city staff) told the board that many authorities use action minutes when meetings are recorded and publicly available because it reduces administrative time. "One thing Margo said might be helpful... If it's something you are interested in, we can work with the city to confirm it's something that, you know, is allowed for the authority," Marcus said.
Board members said recordings are already posted and retained; a board member noted that recordings provide the best record if litigation arises. The board asked staff to confirm there is no higher-level policy preventing action minutes. Nicole said she could search for any adopted city policy; Josh said he had asked Nicole to search and she could not find a controlling policy; staff will double-check with Erin.
On budgeting and TIF agreements, staff said the DDA needs a formal budget process to meet Colorado Revised Statutes requirements. Marcus described a timeline that would provide the DDA with a proposed budget for review in late summer/early fall and allow the city to include the DDA budget in its October adoption process. Budget staff said they can present a draft for board review in September so the board can finalize a proposed DDA budget for city council consideration.
Board members expressed support for action minutes if recordings are kept and accessible, and asked staff to confirm the approach fits city policy and statutory requirements.
