Planning board approves removing 6.6 acres from Boca Technology Center DRI

The City of Boca Raton Planning and Zoning Board voted unanimously April 17 to amend the Boca Technology Center development-of-regional-impact master plan to remove a 6.6-acre parcel at 680 Yamada Road.
City development services planner Peter Begovich said the amendment reduces the DRI's total acreage from approximately 224.44 acres to about 217.84 acres by removing the parcel identified as the Bridal Station property. “By removing the 6.6 acre property from the DRI, the proposal removes the intermodal node facility,” Begovich said, and he noted the Tri-Rail station driveway and bridal station structures already exist and will remain in place.
The change alters tabular data and map H-1 of the DRI master plan and reduces the DRI's reported open space slightly, from about 13.88 acres to 13.70 acres (a 0.18-acre difference). Begovich told the board that the open space proposed with the approved commercial-industrial-multifamily development (CIMD) for the Bridal Station parcel is approximately 3.88 acres, which he said “far exceeds the 0.1 acres set aside if the property remains in the DRI.”
Begovich and staff concluded the amendment is consistent with the city's comprehensive plan and land development regulations and recommended approval. David Milledge, the applicant's representative, said he had no additional comments beyond the staff presentation and was available for questions.
Board members had no questions during the public hearing. After the public hearing was closed, a motion to approve the DRI amendment was made and seconded. Roll call votes recorded by Jamie produced yes votes from Mr. Morgan, Ms. McDermott, Mr. Mitchell, Ms. Ritchie and Chair Seville. The motion passed.
The amendment is tied to prior approvals for a CIMD project on the parcel. Begovich noted that approval of the CIMD by the city council is expressly contingent upon adoption of a resolution granting final approval to remove the property from the DRI within one year of that council action. The DRI itself had been created after the city's purchase of land within the Blue Lake DRI in 2000 and has been amended over time to accommodate development including the Boca Raton Innovation Campus (VREC), the Tri-Rail station and several commercial and residential projects.
No members of the public spoke on the item at the hearing. The board had no additional reports and adjourned at approximately 6:10 p.m.
