Council approves fermented malt beverage and wine off-premises license for Stop and Save #28

The Woodland Park City Council voted unanimously April 3 to approve a fermented malt beverage and wine off-premises liquor license for Feather Petroleum doing business as Stop and Save No. 28, located at 519 West U.S. Highway 24.
City Clerk Suzanne told the council the application was submitted Feb. 26 and the subject property was posted and noticed on March 24. The clerk said the applicant provided a lease showing possession of the property with a lease term expiring May 2, 2034, and that the applicant completed a petition of needs and desires that received 33 signatures.
Suzanne also reported that the applicant holds a sales tax license and FEIN, that character was not an issue for the hearing, and that Feather Petroleum has a state master file because it operates multiple businesses. All applicable fees were paid. The clerk noted the location is eligible for licensing.
Skyler Freeling, appearing remotely for the applicant, told the council, “we just wanna serve our customer base. And, we have fully planned to make sure we don't sell to any minors, through policy. And, we operate several other businesses with beer and wine.”
After closing the public comment portion of the hearing, the council moved and seconded approval. Roll call on the motion recorded unanimous support from the council members present; the clerk announced, “Motion carries unanimously.”
The licensed privilege allows the sale of fermented malt beverages and wine for off-premises consumption; the city record shows this was a new license rather than a transfer. The council’s action on April 3 was to grant the local licensing approval; any state-level licensing steps remain separate.
