Columbia City Council on April 1 approved a package of consent items and voted to approve several ordinances and resolutions, while deferring one zoning decision to a future meeting.
The council, led by Mayor Daniel J. Rickerman, approved the consent agenda (items 3–13) and a series of subsequent measures after short staff presentations and limited discussion. Votes were recorded as unanimous or by roll call with all seven members present voting in the affirmative when the item passed.
Key outcomes
- Ordinance 2025-026: Approved an easement to Dominion Energy South Carolina Inc. along a portion of city-owned property at 4013 West BeltLine Boulevard to allow relocation and installation of electric lines related to a storage canopy addition project. Staff said there will be no tree removal for that project because no trees exist at the canopy site. Vote: unanimous.
- Ordinance 2025-027: Authorized the city manager to execute a purchase-and-sale agreement between the city of Columbia and Southeastern Technology Centers LLC for the sale of 2221 Devine Street. Vote: unanimous.
- Resolution R2025015: Accepted and dedicated streets in the Cottages at Burnside Farm Phase 1 (a portion of Beacon Spiele Road, Jersey Lane and Salt Sailors Lane). Vote: unanimous.
- Resolution R2025016: Adopted the Parks and Recreation Department’s 10-year Parks and Recreation Master Plan. Staff and members of the parks and recreation team were introduced at the meeting. Vote: unanimous.
- Resolution R2025013: Authorized consumption of beer and wine (beer and wine only) at scheduled “Sunset Sessions” events on Boyd Plaza at 1515 Main Street on specified April and May dates. Vote: unanimous.
Zoning and planning
- Annexations and rezonings: The council approved multiple zoning items on first reading and at public hearing, including an annexation and zoning map amendment for 201 Stoneridge Drive (assigning community activity corridor AC2 and employment campus zoning), and approval for an annexation and zoning map amendment for 702 Dixie Avenue (urban core residential small lot; residential mixed district). Votes on these items were recorded in the affirmative by roll call.
- Rezoning for multiple parcels (item 16) to residential mixed district was approved after public comment in favor. Vote: affirmative.
- One item (item 17) involving a zoning map amendment was deferred after public comment and will be taken up at the next meeting. The motion to conclude the public hearing and defer the vote passed by council vote.
Procedure and attendance
Mayor Daniel J. Rickerman called the meeting to order and the roll indicated seven members present for votes: Councilman Bailey, Councilman Brown, Councilwoman Herbert, Dr. Bussell, Councilman Brennan, Councilman McDowell and Mayor Rickerman. Most roll-call votes recorded each member voting ‘Aye’ or ‘Yes’ for approved items.
What passed with little discussion included capital vehicle purchases for the police department, elevator repairs at the Lady Street parking garage, and continued investment in city security cameras and live feeds; these were included in the consent agenda. Several zoning items drew brief public comment before approval.
