Supervisors allow extended hours for Casements patio with required sound‑mitigation and deadlines

San Francisco — The Board of Supervisors on April 2 approved an appeal by Casements, a Mission Street bar and restaurant, to operate its outdoor patio later than the Planning Commission allowed, provided the business implements a three‑part sound‑mitigation plan and meets permit and construction deadlines.

Supervisor Ronan moved to reverse the Planning Commission’s January decision and approve the conditional use authorization with amended hours; Supervisor Mandelmann seconded. The board voted to table the motion to affirm the commission’s decision and approved the board motion to grant the appeal as amended and to direct the preparation of findings. The action amends the commission's condition that the patio close at 10 p.m., allowing operations until 11 p.m. Sunday through Thursday and midnight on Fridays and Saturdays, contingent on mitigation steps and a permit timeline.

The amendment requires Casements to implement three mitigation measures recommended by an acoustic consultant: increase the height of the surrounding wall and address sound transmission; add sound‑absorbing materials inside the patio; and reconfigure the sound system (bandwidth limiting, a limiter, and re‑aiming speakers) so sound is directed inward. The owners must file complete permit applications for any physical alterations by July 1, 2024, and install the higher fencing and other mitigation by Jan. 1, 2025. If the mitigation is not installed by that date, the patio hours automatically revert to the 9 a.m.–10 p.m. schedule until the work is completed.
