Supervisors raise public-integrity reforms and introduce local paid-leave reenactment during special meeting

During the Jan. 19 special meeting, supervisors pressed for two distinct actions on government accountability and worker protections.

Supervisor Mandelmann submitted in-memoriam motions that the full board adopted for community leaders; separately, Supervisor Mar highlighted the controller—s fourth public-integrity report into contract award processes and asked the City Attorney—s Office to draft an ordinance codifying the report—s recommendations. Mar said the recommendations include restricting selective assistance that confers a competitive advantage in contract awards, codifying roles and limits for commission and board members in procurement, and requiring departments to obtain information about proposers and subcontractors. Mar requested a hearing in the Government Audit and Oversight Committee to review the report and proposals.

In the same statement, Mar introduced a further reenactment of a local public-health emergency paid-leave ordinance to provide expanded paid leave to workers at large employers. Mar said state and federal support are uncertain and that San Francisco should not wait to provide a local safety net; no vote occurred on the reenactment during the special meeting and the details were not finalized.

Supervisor Safai later said he would submit amendments to a resolution urging completion of Department of Justice recommendations and accelerate police reform; he also said he will coordinate with colleagues on stronger substitute language for audit and accountability work. No formal votes on the proposals were taken; the items were introduced for committee consideration and drafting.
