San Francisco supervisors continue several land-use and SFPUC environmental items to tomorrow's special meeting

SAN FRANCISCO — The San Francisco Board of Supervisors on July 15 approved motions to continue several planning and environmental-review items, including tentative condominium maps for properties on Turk and Eddy streets and a final environmental impact report for the San Francisco Public Utilities Commission's New Crystal Springs Bypass Tunnel project, to a special meeting tomorrow and, in at least one case, to a later date because of noticing issues and newly discovered file materials.
The board's clerk read agenda items 1 through 8, which included public hearings and competing motions on a tentative final map for residential condominiums at 1420 Turk Street and 1535 Eddy Street and a tentative map for a condominium project at 1345 Fillmore Street. The clerk also read items 9 through 12, which related to the Planning Commission's June 5, 2008, certification of a final environmental impact report and the San Francisco Public Utilities Commission (SFPUC) New Crystal Springs Bypass Tunnel Project.
Supervisor Mercarini moved to continue items 1 through 8 to the board's meeting the following day; Supervisor Ammiano seconded. Mr. Tosta, a city staff member who said he had consulted both the city attorney and the Department of Public Works, told the board that "the department has found some new file material that we have not previously seen, and we've conferred with the department about moving this matter to August 12." The board's president said the items would be continued to the hearing tomorrow and, because of noticing issues, would be continued again to a meeting after that date. The motion passed without objection.
Separately, Supervisor Ellsmer moved and Supervisor Mercarini seconded a motion to continue items 9 through 12 to the board's special meeting the next day; that motion also passed without objection.
During the meeting, Supervisor Duffey moved to suspend the rules so members of the public present could address the board that day; Supervisor Mercarini seconded. The board approved the suspension without objection and limited public comment to two minutes per speaker. One public commenter used the time to criticize national and local priorities, saying "money trumps peace" and arguing that economic priorities can override other civic values.
The board closed public comment and adjourned the July 15 meeting, making clear that "everything on today's agenda will be the subject of tomorrow's Board of Supervisors meeting." The special meeting was scheduled for 2 p.m. the following day.
No final votes were taken on the underlying tentative maps or the SFPUC environmental certification on July 15; those matters remain pending before the board pending further notice and scheduling.
