Mount Shasta to seek grants to ‘daylight’ Castle Creek; council to consider resolution backing applications

City staff told the Mount Shasta City Council that plans and cost estimates are now in hand to pursue a multi-block daylighting project for Castle Creek and that staff will ask the council at the next meeting to adopt a resolution supporting grant applications.
Staff said reconvening of the Castle Creek/Chestnut one-way/ad hoc committee produced detailed designs, cost estimates and potential grant sources. The plan as described would seek funding for the entire six-block project corridor so that the city can complete environmental review (CEQA) for the whole stretch rather than in piecemeal phases; work would be phased in construction.
Todd, leading the item, described the scope as daylighting Castle Creek, extensive landscaping and creating a downtown amenity that staff hopes will add to the city’s natural character and support economic development. He said staff intends to ask for a council resolution of support at the next meeting and that unanimous council support would strengthen grant applications.
Staff also said the initial phase would focus on the Castle Creek portion and would include removal or modification around railroad tracks and the block past Chestnut; the environmental review will cover the whole corridor.
No formal resolution was considered at the meeting; staff requested direction and signaled they will bring a formal resolution for council action at the next meeting to support grant applications.
