Representatives for the low-bid firm introduced themselves at the meeting. Gerald Heard, identified as project director for the contractor, said including the structural alternate is an economical way to preserve growth options: "The opportunity to have the structural elements and the option to continue to build forward, it just makes sense," Heard told the board.
Staff said the base bid would produce a functional garage at grade plus one level, and that the $96,000 alternate would add the foundation/piling/structural work to make a third level possible later without rebuilding the substructure. Two further alternates — an additional $202,000 for another level and $117,000 for a later option — were discussed but not approved at this meeting.
Funding context: staff said the project includes $3 million from an EDA grant; the board and staff discussed the grant’s matching expectations and the fact that the grant prohibits charging for parking for the grant-funded levels. David Funk and other board members emphasized that building the parking garage is needed to trigger the Water Street development timeline in the related development agreement.
Motion and vote: The board moved to accept the $5,260,000 base bid and add Alternate 1 ($96,000). The motion was seconded and approved by voice vote. Staff said final contract documents would be developed in the coming weeks and returned to the board for formal contract signature and any additional approvals required from city council.
