The City of Tulsa Board of Adjustment approved a special exception to permit a duplex at 1809 North College Avenue East in North Tulsa (BOA 23867).
Applicant Alex Munoz said he was seeking permission to build a two‑unit residence on a 12,000‑square‑foot lot in the RS‑3 district. "I just wanna do, like, a special reception if I can build a duplex right there," Munoz said when asking the board for relief to construct a duplex on the vacant lot.
Planning staff told the board the lot is substantially larger than a typical RS‑3 minimum (staff cited the typical RS‑3 minimum at 6,900 square feet) and that permits and site‑plan details would be refined in the building permit review. Board members noted adjacent multifamily development and nearby childcare and school facilities and said a duplex would be compatible with the surrounding area.
A motion to approve the special exception for the conceptual plan shown on page 2.9 of the agenda packet passed unanimously. Board members emphasized the action granted permission to proceed to permitting rather than final approval of construction documents, and staff reminded the applicant curb cuts and driveway widths will be governed by separate permits.
The board closed the item after the vote and moved to member comments. The applicant should submit required documents to the permit center as part of the standard permitting process.
