Council approves $400,000 reallocation to home-rehab program in 2024 Annual Action Plan amendment

The Greenville City Council on April 10 approved a substantial amendment to the city's 2024 Annual Action Plan to reallocate $400,000 in program income into a home rehabilitation activity funded through HOME/CDBG programs, staff said.
Nayskin King, Community Development Program Manager, told the council the annual action plan outlines how federal (CDBG and HOME) and local funds will be invested and that HUD requires a formal public process for substantial amendments. "This amendment is necessary to reallocate funding to better support our housing and rehabilitation program," King said.
Staff said the proposed $400,000 reallocation would come from program income generated by Lincoln Park Phase 2 and from a rental development line; it would support ongoing homeowner rehabilitation projects. King said the department has exceeded its homeowner rehab goal to date, engaged three new contractors and expects to start 22 rehabs by June 2025.
Council Member Blackburn asked whether the reallocation would reduce funds for new construction; staff replied the money would be shifted from the rental development line and would not reduce the city's planned new-construction projects. King added staff expects new HOME funds to arrive around July 1.
No members of the public spoke at the hearing. Council Member Robinson moved approval; Council Member Blackburn seconded. The vote was recorded as 6-0 in favor.
