The City Planning Commission approved a special permit and detailed site development plan on April 10, 2025, for a planned residential development at 7233 and 7235 Dale Road. The subject properties are in the A-2 zoning district; the proposal calls for eight single-family dwellings and two duplexes served by a private 28-foot-wide road ending in a hammerhead turnaround.
Planning staff presented the proposal and said the development would request reductions in lot area and setbacks consistent with the allowable reductions for residential planned developments under code (up to 25% reduction). Specifically, the applicant seeks to reduce single-family lot area from 3,500 to 3,050 square feet and duplex lot area from 5,000 to 4,096 square feet; rear-yard setbacks were proposed to drop from 15 to 5 feet and side-street setback from 10 to 5 feet. Staff recommended approval with a condition that the proposed private street be subject to modifications based on subdivision approval.
The applicant’s representative, Roy Mancera, said the project is oriented toward home ownership and that the development team concurred with staff conditions. Commissioners asked several technical questions about stormwater and the binding nature of the detailed site-development plan; planning staff said drainage will be reviewed during the subdivision/engineering phase and that the detailed site plan is binding for setbacks and other plan elements.
The commission voted to approve the special permit and the detailed site development plan with the staff-recommended condition. Commissioners noted the proposal results in fewer units than what higher-density zoning could have allowed in the area and emphasized that drainage and subdivision-level engineering will be reviewed before construction permits are issued.
