He said the round of funding for the water and sewer work is "roughly about $2.7 million between federal and state dollars," and that an additional "bonus" of about $1.1 million is earmarked specifically for sewer work; staff described a staging challenge in using funds with differing eligible uses.
Crater said the current project scope focuses on replacing worn infrastructure rather than an entire system rebuild because available funds do not cover a full reconstruction. He and committee members discussed local groundwater and spring conditions on surrounding hills and how that affects design choices (gravity feed vs. pumping).
On emergency preparedness, staff said the county intends to station a repaired generator locally but reported supply‑chain and equipment delays for a replacement tank and startup. "We are prepared to immediately get a generator out here" in the event of an outage, staff said, but the county is still completing repairs to allow permanent placement in the community.
Members asked about the Safe Routes/sidewalks project and reported mixed messages from ODOT; staff said recent additional requirements caused the schedule to be revised and that the project remains active but with unresolved technical details. No formal votes or commitments were made; staff committed to follow up with project‑specific timelines and specifications and to return with more complete information.
The committee also discussed operational items tied to infrastructure work: whether county staff will post meeting notices in the local newspaper or rely on online posting, and the need for CAC access to planning and code documents. Staff agreed to produce a targeted packet of development code sections for CAC review and to follow up on equipment needs for Zoom recording.
No binding decisions were made at the meeting; members requested written follow‑up on funding allocations, contractor schedules and the generator status.
