Senate committee reopens and reaffirms amended cannabis bill after correcting unintended change

The item at issue was item 3 in the work session document, which would have required the Cannabis Compliance Board to adopt regulations setting forth circumstances for terminating a hold order when alleged use of a pesticide not permitted was at issue. Committee members and stakeholders agreed that the item was added in error. The chair said removing item 3 would "preserve the language as originally drafted." The committee then took a motion to amend and do pass the bill, moved by Senator Scheibel and seconded by Senator Daley. The motion carried on a voice vote; the committee assigned the floor statement to Senator Wynne.
No additional debate or substantive policy changes were recorded on the floor during the reconvened work session; the committee’s action reopened and then replaced its earlier recommendation, restoring the bill’s original language in the section affected by the removed amendment. The committee clerk and staff will file the corrected work session document and the conceptual amendment referenced at the hearing for the legislative record.
The action was procedural: the committee reconsidered a previous recommendation, removed the unintended amendment (item 3) and again recommended SB 168 as amended (without item 3) to the floor. The committee did not adopt new language beyond the correction recorded in the work session document.
