Commissioner Gouveia summarized bids and a range of options based on recent drone‑derived volume estimates from the contractor Iron Rock. Iron Rock provided a range of estimated volumes and costs; staff presented two scenarios in the meeting: a lower‑volume option and a higher‑volume removal. The commission cited two cost figures discussed in the staff presentation as representative of the near‑term funding need: about $517,500 at the lower end and $661,250 at the higher end, depending on the final measured volume of material removed and the final grading option.
Project details presented to the commission included a tiered approach across the site, a small berm on the south side for flood protection of adjacent neighbors and drone monitoring of cut/fill quantities to verify contractor progress.
Commissioners and staff discussed funding sources. The motion approved by the commission directs payment for the sloped parking lot/earthwork within the $517,500–$661,250 range using these sources in this order: (1) $200,000 from the recreation center budget; (2) $150,000 from the TRCC Caneplex budget line; and (3) if necessary, up to $320,000 from the TRT projects budget line. The chair summarized the motion on the record: "A motion has been made and accepted to pay for the sloped parking lot project that will be between 517,500.0 and 661,250.00. To take the first 200,000 from the rec center budget, additional 150,000 from the TRCC Caneplex budget, and then if necessary dip into the TRT project's budget up to 320,000." The commission voted aye unanimously.
Staff said the work will also support parking at the county Caineplex destination (the Rodeo grounds) because some of the excavated material will be relocated there. Staff noted earlier budgeted items that may be available for reallocation (for example, a previously budgeted $350,000 for a retaining wall that may no longer be necessary if material is removed).
Commissioners instructed staff to continue coordinating grading design, drone verification of volumes and to incorporate results into the rec center guaranteed maximum price (GMP) process for the overall project.
