Vacaville Parks and Recreation Commission elects Blair Oz chair, Ayesha Gutierrez vice chair; approves agenda and minutes

City Clerk Michelle Thornburg conducted the oath for new commissioners Rich Gaffney and Lee Gautam at the start of the meeting.
The commission unanimously approved an amendment to the agenda to move the swearing‑in to the first item, then approved the agenda as amended.
The commission approved minutes from the March 5, 2025 meeting. Because two commissioners sworn in that night were not present at the March 5 meeting, they abstained from the vote; staff recorded the action as 4 ayes and 2 abstentions.
For leadership, the commission nominated and appointed Blair Oz as chair (nomination by Commissioner Gutierrez; second by Commissioner Grama) and reappointed Ayesha Gutierrez as vice chair (nomination and second recorded). Secretary Valencia Reyes conducted roll call votes for both appointments and each were approved by roll call.
No other formal ordinance or policy votes took place. The meeting adjourned to the next regular meeting on Wednesday, May 7 at 6:00 p.m.
