Gallatin City Council approves multiple ordinances, authorizes storage agreement amid liability concerns

Gallatin City — At its April 1, 2025 meeting, the Gallatin City Council approved a package of ordinances covering trail and water projects, appropriated funds for engineering work and equipment, and authorized the mayor to sign a firm storage service agreement with Eagan Hub Storage LLC despite legal concerns about liability and jurisdiction. The council also approved a $200 stipend request from a council member to attend a community pilgrimage.

The storage agreement with Eagan Hub Storage LLC drew the most substantive discussion. Council members asked whether signing the contract would affect the city—s legal protections; city legal counsel Mr. Kellogg said the agreement would remove certain state-law immunities and could require legal action to be pursued in Texas under the counterparty—s agreement. "We will lose the protections that state that the state laws provide for us because we're protected in the state of Tennessee. And this requires state of Texas because of their TRF agreement," Mr. Kellogg said. One council member said, "I can't vote for this kind of liability, so I would abstain on it."…
