County plans crosswalk and sidewalk to make TAB High School safer; VDOT TA application planned

York County public works presented a plan to add a high‑visibility crosswalk and sidewalk connection at TAB High School after discussions with school staff and residents whose homes are across Yorktown Road.
Beth (public works) said staff evaluated several crossing locations and recommended an intersection-based route that ties into a planned Yorktown Road sidewalk project scheduled for construction this summer. “After evaluation, option 2 was chosen,” she said, summarizing the location and the safety enhancements recommended by VDOT’s safety reviewer: improved visibility, high‑visibility pavement markings and a rapid‑flashing beacon.
RDA, an on‑call design consultant, produced a preliminary design and a planning-level estimate of about $660,000. The project would be submitted to the VDOT Transportation Alternatives (TA) program; the county would pursue TA funding under an approximately 80/20 grant match (80% TA funding / 20% local match) if selected. The TA application cycle staff described begins in June and runs through October, with funding decisions in mid‑2026 and construction‑phase funding generally available in spring 2027.
Beth also showed how the selected crossing connects to other planned sidewalks and the HRSD trail project near the high school. Supervisors and staff discussed easement needs for a proffered sidewalk in the Smith Farm area and the need for flashing beacons at multiple crossings to address sight‑line issues and the high speeds on Yorktown Road.
Board members voiced support for the recommended intersection location and asked staff to pursue the TA grant application and to continue coordination on easements for the Smith Farm sidewalk segments. Staff added the crossing and the sidewalk tie‑ins to the county’s CIP for planning and budgeting.
Ending: Public works will file a TA grant application in the June cycle, finalize design work if awarded, and pursue construction funding in 2027. No board vote was required at the April 1 work session to advance the application.
