Commission ratifies $1 million grant for AAL Career Pathways professional development center

The Texas Workforce Commission on Wednesday ratified a staff recommendation to award $1,000,000 for the Adult Education and Literacy (AAL) Career Pathways Professional Development Center.
James Golsan of the Commission’s Workforce Development Division told commissioners the request for applications (RFA) sought evidence-based professional development and evaluation services for AAL grantees and workforce partners. He said a six-member evaluation team reviewed six eligible applicants and recommended one award for the full $1,000,000 available; the grants are anticipated to begin in June 2025.
A commissioner asked whether the panel’s decision had to be ratified by the full commission. Golsan replied, “I believe that it is statutorily required for AEL selection decisions to be ratified at the dais.” Another staff member confirmed the requirement is now in agency rule.
A motion to approve the $1,000,000 award was made, seconded and the motion carried.
The commission did not name the selected grantee in the public discussion excerpted in the meeting record. Staff said they were available to answer questions; none were raised beyond the procedural ratification issue.
