Escondido Planning Commission names three-member subcommittee to steer downtown retail-corridor review

The Escondido Planning Commission appointed a three‑member subcommittee on March 25, 2025, to advance work on the downtown specific plan retail corridor, Chair Weiler said.

Commissioner Speer said he had listened to the prior presentation and “enjoyed very much hearing the comments and the vision that was presented,” and recommended moving to a small working group to develop next steps. The commission volunteered members and Chair Weiler appointed Commissioners Speer, McCarroll and Stevie to lead the effort.

Commissioners said the subcommittee should refine the project scope, propose a committee name and identify a timeline for work. Chair Weiler said the commission expects a brief update at the next Planning Commission meeting so the full body can discuss the committee’s initial direction. The city attorney confirmed that the committee’s report should be listed as an agenda item when it returns to the full commission.

Members discussed whether to involve the City Council before or after the subcommittee’s work. Commissioner Stevie said he had spoken briefly with some council members who are beginning their own process; he recommended the commission do discovery and due diligence and present findings to council to aid the council’s work. The commission did not adopt a formal motion directing the City Council engagement; the committee will recommend next steps when it reports back.

The subcommittee will be responsible for organizing the next steps, with staff available to answer procedural questions; the planning commission left substantive direction about scope and timing to the committee members.

The commission moved on to subsequent agenda items after appointing the three commissioners.
